Istros was a commercial center located on the northwestern coastline of the Black Sea in present-day Romania. The obverse image shows two inverted male heads whereas the reverse depicts a sea eagle attacking a dolphin with its beak. Greek lettering for Istros appears above the eagle.

The meaning of the curious inverted heads is unknown but numismatic scholars speculate that the heads might represent the sun rising and setting.
